Statements of Intent

Statements of Intent provide a statement of the desired future development of an area. Effectively they are a policy statement with regard to the type of development which shall be permitted or encouraged in an area. They still need to be expanded to first include performance criteria and finally the detailed land use which would include bulk and space about buildings. This will be the subject of the next phase namely amending the scheme refer figure 1 page 3 (Call Brian Widdowson on (031) 3002159 for more details). Thus the end product of the Berea project will be a planning scheme with the ability to manage development in terms of impact, performance and use.

It is therefore necessary at this stage to compile statements of intent for each zone. These statements will start as a general intent covering broad land use categories and will become more detailed as the zone is broken down further into districts and ultimately precincts. It must be noted that each zone, district or precinct may not necessarily be contiguous areas but rather describe a category becoming more specific with scale.

Medium Impact Residential

To create a zone for transitional or interface areas around the core mixed use zones or along corridors as independent zones where the intention is to widen the scope for the introduction of nonresidential uses within a residential area where there is due protection of a neighbourhood amenity by limiting such uses to local non-disruptive intermediate scale activities

Office and Residential Conservation District (Small Scale)

To create an office and residential area, where small scale professional offices may also be permitted by the conversion and conservation of buildings.

Office and Residential Conservation Precinct (Small Scale )

To create an area where small scale professional offices may also be permitted through the conservation and conversion of existing buildings particularly in areas of impact around shopping centres and busy roads

Office and Residential Conversion and Redevelopment Precinct (Small Scale)

To create an area where small scale retail and offices may also be permitted through the conversion of existing buildings or through redevelopment

High Impact Residential

 

To create a zone that contains all types of residential accommodation and provides opportunity for a wide range of services and mix of activities to cater for broader community needs but excludes industrial uses

 

Office and Residential Conservation District (Large Scale)

To create an office and residential conservation area, where the type and scale of permitted uses may have greater impact on the surrounding urban fabric and where uses such as restaurants may be permitted

 

Architectural Heritage Precinct (Florida Road)

To create an area where higher impact uses such as restaurants and larger scale offices or residential buildings may be permitted through conversion, conservation and redevelopment, provided that the design of all building is required to be in keeping with a specified architectural theme.

Medium Impact Mixed Use

To create a mixed use zone where businesses, offices, light and service industry are freely permitted but excludes general industrial uses.

To create a mixed use area where businesses, offices, light and service industry are freely permitted but excludes general industrial

To create a zone which permits the development of hierarchy of shopping centres types which may comprise a mix of residential retail, offices, and entertainment uses.

To create a zone which provides for the full range of hospital, clinic, community care, welfare and social requirements including cemeteries and crematoria.

Public Open Space

To create a zone that sets aside private and public land for recreational activities and includes areas developed for parks and green belts for walking, bowling, and cycling
